BAM EventBus Service error

Here is some information about our current BizTalk server environment,

We have two Biztalk 2009 servers in the group and SQL server is hosted on different server(clustered instances). Global tracking is turned off. But we still see that , very few records(3 to 10) are logged intoTrackingData_1_x tables in Msgbox database. Recently when BizTalk server was rebooted, two host instances of Tracking host were started(I believe, these were turned off before the reboot..but not very sure) and we started observing following error in event log on both BizTalk servers since then,

> Message - Either another TDDS is processing the same data or there is an orphaned session in SQL server holding TDDS lock.A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.) SQLServer: <DB server name>,1112, Database: BizTalkDTADb.

When we stopped tracking host instance on one of the servers, we dont see the error on respective server. So as error suggests, there seems to be some issue with TDDS service. DTA Archive and Purge job is currently turned off.

After going through MSFT support article and few other posts web related to this error, we did restart SQL Server and verified that all accounts are configured properly. But no luck yet.

I appreciate any more suggestions to address this issue.
