Failed to add resource to application: could not install type library

Hi All, 

Encountered this error recently when trying to deploy my application into new BizTalk server

This is the error:

Failed to add resources to application.

additional information: 

Could not install type library xxx\Microsoft.BizTalk.ApplicationDeployment.Engine.tlb into application Microsoft.BizTalk.ApplicationDeployment.Engine.
